Funeral and Cemetery Services with Introductory Notes: 1st Edition
Synopsis
The adoption of the new Funeral and Cemetery Services Act /ZPPDej/ in 2016, which replaced the Act on Cemetery and Funeral Activities and the Arrangement of Cemeteries /ZPPDUP/ from 1984, represents a reform of funeral and cemetery activities in Slovenia. The main shortcoming of the previous act was the fact that it did not distinguish between cemetery and funeral activities, nor did it determine individual services that fall under a certain activity or define services that are covered by the arrangement of cemeteries. It also failed to specify which services of general economic interest for cemetery and funeral activities should be accessible to the residents, the manner and procedures for pricing these services, which would ensure proper regulation of the implementation and financing of this service of general economic interest in the territory of the Republic of Slovenia. Therefore, municipalities themselves determined the contents of cemetery and funeral activities and the arrangement of cemeteries for individual municipalities, as well as different prices of those services. Consequently, the conditions for the implementation of European Commission regulations in the field of supervision of the established mechanisms for the repayment of possible overcompensation (or state aid) granted to companies that are authorised to provide services of general economic interest and for proper reporting to the European Commission have not been established. The book contains an overview of the previous regulation of funeral and cemetery activities in Slovenia with introductory notes on the new Funeral and Cemetery Services Act /ZPPDej/.
